Searching for phonenumbers

Hi,
My fiancée is planning to go to Uruguay in february, to search his relatives. He moved 11 years ago from playa pascual, San Jose, and now he's looking for his father. We tried to call by searching his number at www.antel.uy, but we couldn't get any connection. Can anyone tell me how to find the right telephone numbers?
