Cochabamba Road to Santa Cruz

Has the road to Santa Cruz from Cochabamba re-opened? Is it possible to take the bus from Cochabamba to Santa Cruz? I will not be in Cochabamba until November but would like to know my options on getting from Cochabamba to Santa Cruz.

Cochabamba Yellow fever shot?????

i heard that if you enter Bolivia from Peru (by bus or train) that you need to have a Yellow fever shot & record of it w/ you?
Is this true?
If so, can I get shots in Peru? The Yellow fever shot in the USA is 100$.

ALso, what's the cheapest way to get from Macchu piccu to Bolivia?
