Anywhere in SF is expensive lol. Union Square would be the best place to stay without a car because it's the heart of downtown shopping district, Chinatown is real close by, fisherman's wharf is fairly close, you can board the trolley at Union Square also. It's right in the middle of everything. Where as staying in fishermans wharf you'd be fairly close to Union Square thats about it.
Good Luck

What's expensive? I stayed at the Hotel Cosmo which was close to Chinatown and etc., and it was like $85 a night (high floor with a GREAT view).
But it ain't cheap there. If you go, be sure to be a "day pass" on the cable cars. It will save you $$ and you can use it on buses as well.

I've staid at the Grant Plazza for less than $50. Located in Chinatown, this was a perfect place to discover the city! Renting a car is indeed not a good idea, from there, I've discovered most of the city by foot (and sometime by bus)...

It is not an easy city to drive in if you've never been here before. If you want to stay in an area near all the sites it's going to be expensive and anything cheap you find will be in a real bad neighborhood.
Try to get a hotel on Lombard st. It's at the entrance of the city near the "rich" area called the Marina and very safe at night. On Lomard are good places to eat and drink, I have a lot of fun there. Your in walking distance from the Palace of Fine Arts and Fishermans Wharf (about 30 minute walk) From the Wharf you can take the cable car to Union Square (downtown area) The cable car covers most of the major sites except Golden Gate Park and the Golden Gate Bridge. You can get to the park by taking a bus and the Bridge with another bus, the bus stops are all over Lombard. Ask anyone in the hotel what bus to take.
Try this hotel; Lombard Motor Inn about $80 a night, and that's cheap for San Francisco if you want to stay in a good area. http://www.lombardmotorinn.com
If you ahve any questions then let me know.
have fun

You are young, have you thought about a hostel? Trust me, you dont want or need to rent a car. If you are here for a week buy a week bus pass too.
