Good link, Riccardo, but the page refers only to nationals of other EU Member States. It is more difficult for non-EU citizens to get a residence permit.

How would we go about getting a resecency permit?
Can we do it from here or do we have to do it in Italy?

The are various types of residence permit, depending on the foreigner’s status:

You have to get a residency visa BEFORE you leave the US. You can apply at any Italian Embassy. Do a Google search for the one nearest you. They will probably mail the forms to you if you don't live near one.
If you wait until you get there, it is difficult or impossible to get one without returning to the US and then reentering Italy. Yes, you can probably do it illegally but then you have to worry about it. You will have enough stress living in a new country with a new language and new customs without adding one more worry. Just my humble opinion, of course.
