According to the US Consulate,
Qualifying for a Non-Immigrant Visa
Under U.S. immigration law, applicants for many categories of non-immigrant visas, including tourist and student visas, are presumed to be intending immigrants. To qualify for a visa, applicants must clearly demonstrate their intent to depart the United States after a temporary stay and to abide by the purpose of the visa (business, tourism, study, etc.).
Applicants usually demonstrate their intent to depart the United States by proving that they have a stable family and economic situation to which they must return.
Applying for a Non-Immigrant Visa
Non-immigrant visa applicants can schedule interview appointments at http://nigeria.usembassy.gov and select from all available dates. Mail-in applications are no longer accepted.
Read everything carefully and supply all the required papers. You will have to appear at the consulate for an interview. You must prove that you have sufficient reason to leave the US. A visa is not guaranteed!! And any agent that tells you they can get you a visa is lying!!!! Good luck!
