If I want to get to Kapaa from the Lihue Airport, is there any reason why I can't just hop on any hotel's airport shuttle and pick up public transportation to my real destination (a youth hostel) once I reach the hotel?

It would probably work; I just came back from Kauai yesterday and National car rental co didn't check any kind of paperwork when we got on. I don't recall the others doing it either.
But, on at least one occasion -- the Dollar shuttle, I think - it was full and people had to wait for the next one. If you do it under those circumstances you would be taking a seat that legitimately belongs to someone else.
