Erm, Brian, he mentioned the city he wants to retire in: Hattingen. That's a city in Germany, region of Nordrhein Westfalen.

Hattingen is a nice (old steel town) in Germany. I have been there few times and it is no deferent then any other German towns regarding the living standard but of course it has the beautiful old city. You can start by looking at the city official site: hattingen.de
As EU citizen I believe you can live almost anywhere you wish for as long as the paper work done all right.

It's a nice town inside the biggest conurbation in Germany. Which has advantages on public transport, medical facilities etc.

VRR Ticket 1000 9 Uhr Abo would be an attractive public transport offer for a pensionaire

Of course. You can rent whatever you find on the market (and can pay for). Good connection by public transport and fairly barrier-free (e.g. a lift) would be important from my point of view. There are of course also more special offers - but I'm guess you're not yet that un-mobile.

No - this is not (yet) a communist country. The owner may want to see a proof of your income / pensions (like a bank statement).
After you have moved in you have to register with the authorities. But for an EU citizen this is not much different than for a German.

A more complicated issue is health insurance. Depends also if you're in a public or private health insurance.

What you should not expect: that Hattingen (or Germany) is paying any social welfare to you. That the task of your home town/country.

"What are the papers needed to to apply for an appartmen and which office to contact."
Are you talking about social housing, or perhaps senior residences? Because you wouldn't be applying to any office if you just want to buy or rent a property in Germany. If you want to take up residence, on the other hand, you will need to contact the Einwohnermeldeamt (http://www.meldebox.de/Umzug-Hattingen/Einwohnermeldeamt/), which will require you to have a local address already. For other questions concerning social housing, you would need to contact Stadt Hattingen, Fachbereich Soziales und Wohnen, Hüttenstraße 45 (Tanja Meis Tel.: (0 23 24) 204 5520).
Of course, this is assuming that by "pensionaire" you mean pensioner (retired person) and not something else! If that is correct, to arrange for your Austrian pension to be paid in Germany you would need to contact the Austrian pensions office at Friedrich Hillegeist-Straße 1, 1021 Wien (tel. 01143 503 030). To be covered by the German health system on the basis of your past social security payments in Austria, you must take the relevant forms with you: as a retired person, that means form S1, formerly E121.
Actually this isn't a travel question, I would suggest you try a more appropriate source of information like http://www.senioren-hattingen.de/ and/or, for assistance with questions about moving to another EU member state, http://ec.europa.eu/citizensrights/front_end/index_en.htm (you can change the language in top right-hand corner)
