Hi, I'm a Brit visiting Houston and I was wondering if its possible to see the city via public transport or whether I should rent a car?

Certainly possible to see the city by public transit, but not ideal. You will spend quite a bit of time waiting for buses during transfers. Houston is very much a car-centric city, so you're just better off with a car unless your interest is only very specific; like if you're coming for a football game or a convention.
A few attractions that people tend to visit there, namely Galveston and San Jacinto Monument are not at all accessible by public transit while others, namely the NASA space center, is very difficult to reach as the bus service is limited and more oriented toward commuters.

Agreed. Unless you have a very limited set of destinations along the one rail line in town, depending on the buses will be time consuming, to say the least.

In Texas, we assume that everyone - down to the poorest person - has access to a car, so for the usual visitor, a car is necessary.

Having said that, please remember to drive on the right, er, correct side of the road ;-) Also note that Houston has some megahighways with rush hour traffic that intimidates even a lot of Americans...so planning to drive off the highways at rush hour may be a good plan for someone not too comfortable with our style of driving. Note: fortunately, unlike Europe, it is very difficult to rent a standard transmission here (except in specialty vehicles), so at least you won't have to deal with shifting using the wrong hand (yes, I have driven in the UK - even in London itself(!)) ;-)
