It's not, I think.
What You mean is
1.) Australia and Oceania > New Zealand > North Island > Wellington Region
2.) Australia and Oceania > New Zealand > North Island > Wellington Region > Wellington

But here:
1.) Europe > Germany > Land Schleswig-Holstein > Berlin
2.) Europe > Germany > Land Berlin

"Land Berlin", the capital of Germany, is like a state, and "Land Schleswig-Holstein" is another state. See also there: http://dmoz.org/Regional/Europe/Germany/States/ . There are two different VT-trees under > Europe > Germany.

"Berlin" in land (state) Schleswig-Holstein is a village, post: D-23823 Seedorf near Bad Segeberg, in North Germany near the Baltic Sea. See there, please:
