Yes. But as far as I know, many people who love quiet life will choose to live in Lamma Island (cheaper & more laid back) or Discovery Bay in Lantau (better facilities & nabourhood environment).

Cheung Chau is crowded with visitors in weekends and holidays, one can even meet their lost contacted primary school classmate there in food stall there(that's true).
