No, it will not.
When you take the 84 (or the 284, they follow the same route, but only the 284 reaches Terminal 2 where the flag carriers land), the bus will drop you off at the Eagles' Bridge or the Sofia University (it makes a clockwise loop). The best way to get to Bulgaria Blvd. and the Hilton area is to take the 84/284 bus and get off at the Eagles' Bridge (after the left turn that the bus makes). Form there you change onto the 76/204/604 buses for 3-4 stops until you reach a large concrete pedestrian overpass. The 76 and 204 stop before it, the 604 exactly under it. The Hilton is at the left end of the overpass. You will need two separate bus tickets for the two buses that you use. Each ticket costs 1 lev (50 euro cent) and has to be bought in advance from any newspaper kiosk. Sometimes the bus drivers also sell tickets, but they often run of of them.
If I assume correctly that you're staying at the Hilton, taxis will certainly seem affordable to you. Just don't fall prey to the pushy drivers that ask you into their cars: use the taxi booths in the arrival halls instead. They will call a reputable company for you. The trip should cost around 10 leva.
