If you have never been to Germany, let alone Europe, I would suggest a GPS when you rent a car. Also study up on your European traffic regulations and signs. They are a little different.
The GPS will save you time and frustration.
I agree with renting a car in Frankfurt since it is probably easier to get a train to Amsterdam from there too, vs in a small town.
If you do decide to rent a car in Frankfurt check out www.initaly.com They gaurantee the cheapest price in Europe, pay in advance and get a voucher and you can include GPS and insurance in the price.
If you decide to take the train to Oberwesel there is a rental place at:
Blücherstraße 82, 55422 Bacharach, Germany‎ - 06743 1653‎
Which is not too far from Oberwesel.
I did a search on Google, car rental oberwesel Germany to get that information.
