Good thing you are not interested in beaches since you will be visiting at the end of winter and beach weather it is not. You will still find the weather is a bit chilly and most likely a bit damp.
Not certain what "not too expensive" means, but your best choice might be booking an apartment. You will find most of the major tourist attractions (Casa Rosada, etc) in the central city area but I would not recommend that as a place to stay. It is very busy during the daytime but tends to get rather empty at night. The Recoleta and the part of Palermo that adjoins the Recoleta are fairly central and make it easy to reach most of the city via public transport.
The Art Suites apartment hotel is a decent choice in the Recoleta, as would be Art Hotel, The Bel Air and The Concord Callao another apartment hotel. All would be in the $usd a night range.
As for visiting surrounding areas, a ferry ride across the Rio de la Plata to Colonia would be a nice day trip, as well as a visit to San Antonio de Areco, just copy and paste this link to your browser for more information
