Most of the restaurants and cafes will be open. The public transportation doesn't run, but as the city is quite small a taxi could take you everywhere.
The shops are closed on Saturday. There are some malls which are open but they are outside of the city center and they are of little interest for a tourist. IT's mainly places like "ACE" or "Home Center". If you want to buy souvenirs on a Saturday you can do it in the souvenirs shops of the Dan and the nearby hotels.
Dan panorama is at the south of Tel-Aviv, only a 5 minuters walk from Jaffa and 2 minutes walk from Neve Zedek. In both of these places you can find a lot of souvenirs shops, but again not on a Saturday. If you'll be in Tel-Aviv on Friday morning, try going to Nacahlat-Binyamin street market. There you can find a lot of stuff. It shuold be open until 3:00-4:00 pm. Also, you can try the flea market in Jaffa for older stuff and the shops of Neze Zedek and Old Jaffa for more "touristic" high end stuff. Be warned that Old Jaffa is a "tourist trap". The shops there are much more exapnsive. Unless you are looking for a specific artist or high end jewelleries you can find much cheaper stuff on Nachalat Binyamin steet market.
