Not sure I understand your question.
It is not usual to buy things that are FREE.
Is this about some kind of fundraising scheme for a charity?
If so your post is not, strictly speaking, a travel question so may be deleted.

I believe you are referring to the Hope Enterprises meal vouchers which can be purchased and given to the needy, rather than giving them cash?

If so, then I suggest you contact the charity directly:
