Right outside of the arrivals terminal you will find a taxi que, it is the easiest way to downtown. You should pay around 300-400B as well as they toll fee which is minimal. You can get your own taxi and it might be a little cheaper but not as easy. Pay a little more and grab these taxis.

From your hotel you may have to walk a ways to the MRT, your hotel can give you maps and the best directions via MRT/BTS. Should you take the MRT you will still have to walk a little bit to the Grand Palace but not that far and you will be in the Chinatown area as well. As long as you don't get side-tracked, it should only take you about 15 minutes. You can take a taxi also but depending on time of day that could take awhile, take a metered taxi though if you decide to go this way. For the most part, MRT/BTS is the easiest way to get around in Bangkok.
Good luck

See my transportation tips under my Bangkok travel page (link below) that answers your two questions. From Baiyoke Sky, the nearest BTS station is about 15-20 mins. walk as you cross a bridge and go pass malls along the way. If you don't want to walk then you could always take a taxi to/from the station.
