Hi Ajay - the water is pretty rough. There's a strong undertow and each year there are drownings. I would definitely not recommend swimming during monsoon.

Some people enjoy Goa (or other parts of India) in monsoon but since Goa is primarily seasonal many places will be closed (markets, restaurants, etc.). It would not be choice of time to travel there.

It is okay as long as you don't go in too far and especially okay as long as there is someone always with you. You can definitely get your feet wet - maybe a little more! I don't think any of the beaches have any ropes because jet skis and boats are around. Go to Britos at Baga beach for breakfast or lunch. You'll be right at the water's edge - and Britos is open year round. Don't let the weather deter you - you'll have a good time in Goa!
