is it a religious reference, or perhaps it is the second largest city, in size or population, to Tehran?

That's why I'm asking the question - I know it's not a reference to second largest city - that's Masshoud and is always referred to in lower case letters i.e. the second city.

are you sure about the question? It's the first time i hear Zanjan considered as second city, maybe the it's right, but The Second historical city in the world is Yazd after venice in italy tell me if you found out the answer. wishes
