I want to go rafting on the Tara River and I've seen that some tours leave from Foca. How would I get from Dubrovnik to Foca using public transport?

I think that is better if you start your white water rafting from Djurdjevicha Tare in Montenegro.
Trust me (I have done it few times) it's much better and bettr organised on the M'negrian side (safety vise)
From Djurdjevicha Tare, you can have 1,2 or 3 days rafting.
If you opt for 3 days than it will take you to Focha.
Also the M'negrian side of Tara river & its gorge is more scenic.
There is extremly effciant & safety concienses band of young people at the rafting club "Durmitor" in Djurdjevicha Tare, who specialize white water rafting. They are the BEST!
good wbsite to chek what is on offer, for extreme sports is :

BTW is much easier to get to Djurdjevicha Tare from Dubrovnik.
Libertasdubrovnik buses from Dubrovnik to Kotor, than local bus
Kotor-Podgorica-Djurdjevicha Tare.

Thank you so much for this information! I do have some more questions. I'd like to do a two day tour with one day rafting and the other jeep safari, can anyone suggest a good company? Also where will I be able to go rafting on a traditional wooden raft?

I would start at Djurdjevicha Tare and got to Focha.
Chek people at "Lovcen" rafting club, wich is affiliated with the Youth center of Montenegro.
