With only 4-5 days to spend, fly to Salvador (the primary cultural attraction in Bahia), tour the city's historic sights and enjoy the beaches for 3 days, and then also take a day trip (by kombi tour) up the coast to Praia do Forte and another by motorized schooner to the islands in the bay (or go by ferry to Itaparica and get yourself to one of the beaches by local kombi).
If you go a little later in August, you could go inland to Cachoeira to see the unique Boa Morte religious festival. If you had more time to spend, you could take an overnight bus to Lencois and spend a few days hiking in the Chapada Diamantina.
Get around in the city by public bus, or taxi if you wish. Avoid deserted streets and ladeiras. Otherwise it is pretty safe if you are vigilant and street smart.
A good resource for basic information on Salvador, including sights, neighborhoods, accomodation, music, etc., is www.bahia-online.net
Happy travels.
