Train travel

Please can anybody help is the passenger overnight train from Podgorica to Tirana via Shkoder in operation yet

No, I wasn't avare that its exist at all.
Only one way to get to Tirana, via Shoder is bus/minigus/furgon.
A) via Hani i Hotit crossing near Podgorica to Shkoder than Tirana, furgon/minibus
B) via Ulcinj witn bus/minibus via Shjoder.
Balkans are better seviced with buses than trains.
