I will stick my neck out and say no you can't. Wherever you are trying to get a visa to, you need to apply to the embassy of the country concerned in the country you are in.
If you happen to be American wanting to go to the UK, you apply at the British Embassy in the U.S. - but you wouldn't normally need a visa anyway.
If you are British and require a visa extension for the U.S., you don't send your passport to the U.S. Embassy in London, but apply in the U.S.: http://www.immihelp.com/visas/extend.html
If you are some other nationality/want a visa for elsewhere, e.g. Australia, you would address yourself, not to the embassy in your home country (if this is the UK), but to the Australian Embassy in Washington. Here is a list of embassies in Washington: http://www.embassy.org/embassies/
However, it is far from clear why you thought it might be a good idea to send your passport to the UK for a visa, whatever your nationality and wherever it was you wanted a visa for.
