Is there a Public Footpath connecting Abingdon Road to the River Thames coming out opposite Iffley Lock. I thought there used to be one adjacent to the "old infections" hospital.

You can check the OS 1: 50000 and 1:25000 maps online here:

http://www.ordnancesurvey.co.uk/oswebsite/getamap/

Click the large pink button and enter 'oxford' then soom in to check the area you need.

If there is a public footpath it will be shown on the OS map. Public footpaths are very rarely closed (although they can be diverted). However, if it was a 'permissive' path then it can be closed at any time: one is allowed to use the path only with the permission of the landowner. Same with alleyways and so on. Public access is not guaranteed.
