Never stayed there but I HIGHLY recommend:
Hanoi Guesthouse
14 Bat Su Street
Old Quarter, Hanoi
www.hanoiguesthouse.com
I booked through hostelworld.com (I also do budget hotels) and at $15 USD/night for a double private ensuite with free breakfast and internet it was beautiful. Stayed there in Feb. 2009 and am definitely returning. Ms. Linh, Hang and the entire staff always go out of there way to give you an excellent stay.

I stayed at Stars Hotel in Bat Su Street at the same street ( Hanoi Guest house). However, Stars hotel has private computer in your room with the same rate: USD15/night/room.
Stars Hotel
26 Bat Su Street
Old Quarter, Hanoi
I booked through hotels-in-vietnam.com free breakfast and private computer in your room with internet.

HI,
You should check for feedback from that hotel before you book. Most of customer usually check from : www.tripadvisor.com
I got many good feedback from my friends for : Hanoi Elegance hotel, Phudo Hotel, Quoc Hoa hotel, Duc Thai hotel...etc. All those hotel have very good location, clean and very good service. You can have look through there website and book directly with them to save money.
Hope this helpful.

As for hotels, the closer you are to the center of Distric 1 the more costly they are. As a tourist you can expect to pay over double. My wife is Vietnamese and she always gets us a great room for $20.00/night. If possible try to make a Vietnamese friend to find you a hotel and make the deal as you keep out of sight. Don't be shocked when the hotel asks to keep your passport/Visa as this is the law. Pretty much anytime you buy, rent, eat, you will pay the tourist price. When you eat out you will be handed a English menu, however if you ask for both (Eng + VN) menu, you can find what you want then order it from the VN menu and you will save a great deal.
