The best option is to use a card and get lei (the local currency) straight from ATMs.
If you don't want to do that, then yes, it's preferable to exchange at banks. But exchange offices are relatively reliable as well (except the ones at airports, which give very low exchange rates).
It is possible to change money at Otopeni airport (there are several exchange offices there), but like I've said above it's not very wise, because you'll get a far lower exchange rate than you would get outside the airport - so change only the small amount you'll need for a taxi.
With FlyTaxi (the only taxi company operating legally at the airport) a trip from Otopeni to the Marriott hotel should be about 65-70 lei (€16-17).
You can also get there by bus (bus 783 from the airport to Piata Unirii, then bus 385 to the hotel - this will cost just €2).
