Google for Kadamba(Goa's state transport corporation), all buses start from Panjim to Mumbai, tickets will be easy to procure online on Kadamba's official website.
Hotel's are a plenty, its off season, you can walk in and get your room's. You get rooms from Rs500/ upward, ideally i would suggest you to set your base at South Goa or North Goa, as Panjim is a city like any other city.
South Goa has some good and reasonably priced hotel's - Longuinho's & Martin's Comfort, the tariff should be around Rs2000/ a night for bed & breakfast. There are other cheaper hotel's which you can go to Colva beach and find by the dozen, but the rooms and service would be basic, rather below satisfaction.
North Goa has plenty of choices - Palm Shades(Candolim) @Rs750/, Casa Blanca(Candolim) @Rs2000/ , Estrela Do Mar(Calangute-Baga) @Rs1250/ , Cavala(Baga) starting at Rs1000/ & upward
Look up my tips for beaches to visit and eat outs, have a wonderful trip.
It maybe raining during december, carry umbrella's and enjoy the fenny.
P.S. It's off season, so you will get best room deal's, but most of the beach shack's will be shut(as per goa govt regulations, between early may to mid august)
