Easiest way by foot. It's about 300m distance. Or take tram 47/49 (1st stop).

Take tram 47 (in direction Budafok) or 49 (dir. Kelenfoldi palyaudvar) to Moricz Zsigmond korter (3 stops) and take bus 27 to Busulo Juhasz (Citadella) stop (7th stop, the one after Kelenhegyi ut 45., note: don't count the first stop the bus passes, that's for night routes only). This takes you almost to the top.
