The landscapes of inland Montenegro, especially around Durmitor National Park and the Tara Canyon, are really special and I don't think Croatia has quite the same thing (the mountains aren't as high, for example). In particular hiking in Durmitor is probably as good as anywhere in Europe (and less crowded than many comparable mountain ranges). But on the other hand, inland Croatia has Plitvice Lakes National Park, which is just as special in its own smaller-scale way.
As someone else said, the coastal scenery around the Bay of Kotor is also beautiful. On the other hand, Montenegro doesn't really have islands which are a special feature of Croatia. And apart from Kotor and a couple of other places, most cities and towns in Montenegro aren't that memorable.
If you expect Montenegro to be "less discovered" you might be disappointed, especially visiting in July/August. The coastline is popular for summer holidays - maybe less well known to Western Europeans (although that is changing), but well known to people in the neighbouring area and also popular with Russians. There is also quite a lot of development going on along the coast. Not a reason to avoid it, just be realistic about what to expect.
As someone already said, you could combine the two, many people approach Montenegro via Dubrovnik anyway. But I don't know how long you have.
