Not aware of anything near the airport itself, although others may have suggestions.

You could go into London itself (connections are speedy) but do allow plenty of time to get back. If your flight departs at 9 you should be back by 7, to allow time for check-in/security etc.

Transport options from Heathrow detailed and linked here:

But if you actually land at 11, you may not be able to catch the train/Tube into the city; they do not run through the night. You probably will not be out of arrivals until around midnight.

There is absolutely nothing nightlife wise around Heathrow. As I see it, you have a few options. As leics says, you could try to get into London. If you are too late for the Underground, the airport bus runs all night. This website is good for planning travel.

Assuming you get into London, it will be about 0100 or later when you do, and I am not sure really what you could do, except maybe a club (difficult if you have luggage) or an all night cafe or something. I don't really think it would be terribly advisable.

Alternatively, you could book into a hotel, there are plenty nearby, and try to get a bit of sleep. From personal experience, I know that everything shuts down in the airport at night, bars, restaurants, shops etc. so you will not have much to do except sit around, which could make for a long night.

Hope this assists.

I agree.

Unless your luggage is being checked through you will have to cart it around with you because the airport left luggage facility closes at 2300.

Wandering London streets in the early hours with luggage will be an absolute pain (Tubes will mostly have stopped), and you will have difficulty getting into clubs etc with it.

Better to find somewhere to stay near the airport, I think. You might consider the Yotel if you don't want to pay for a full night:
