I'm afraid you'll have to be a little more specific, as London is a very large place, and there are a lot of hotels. To begin with, do you have any idea which location would be applicable to you? Whe in December? One person's low price is not another's, so perhaps you could give us some idea of budget. There don't tend to be that many bargains in December as people often come for the shopping or whatever; however, that said, with a little bit of diligence and persistence, often deals can be found. To be begin with you could try www.travelodge.co.uk or the site for express by holiday inn or premier inn, or try googling hostels in london, or lastminute.com or even try the easy hotel.

There is no special low rate for December in London. It's the pre-Christmas time and London is just as packed as in other months. The only time I found the city a little less packed with tourists was early November.

To get lower rates I usually look at hotels far ahead of my actual travel and book early. It also pays to check travel packages, often there are specials for London hotels. Again, book far ahead, as these special tend to be sold out soon.

For cheaper places to stay, do a google search for Bayswater hotels. But keep in mind, that cheap has a different meaning in London than somewhere else.

Try this wonderful hotel, my favourite in London:
http://www.hoxtonhotels.com/
Is a 3 stars centrally located, rooms are big and elegants, and a little healthy breakfast is servend in room every morning.
Probably the winter sale has not yet begun, but consider that prices usually start from 29,00 pounds up.

Hope it helps!
