What transportation possibilities are available to get from the airport to the harbor to Bord a cruise ship.

Public transit is the cheapest but if you have more than one piece of luggage that would be difficult, you would have to transfer once, the upside is the bus stops just short of the cruise pier. A taxi would cost around $30.00 plus tip. There are also Limo's with a fixed rate of around $35.00 to $40.00. You did not mention which pier you are departing from Canada Place or Centenial. if it is Centenial then the public transit would not be feasible as it is located away from the downtown area.

We took a taxi, it was not worth struggling with luggage. Enjoy your cruise, I wish we were going again.
