Hmmmn, I have no idea, having never been to Cancun...but I do see a travel agency based in Cancun that specializes in assistance for those needing special access. The website is only in Spanish (http://www.cancunaccesible.com/index.html), but I have to assume that they can at least read/write email in English (info@cancunaccesible.com -
see http://www.cancunaccesible.com/contacto.html for other contact info) - it's hard to imagine travel professionals in Mexico who couldn't...
It looks like they can arrange for wheelchair rental, motorized scooters, customized vans, etc...I imagine that a quick email might scare up some information on how accessible the city is (especially if you say that you'll rent a wheelchair or scooter from them ;-) )...
