Ko Tao or Ko Phangan?

We will be travelling to Thailand in August this year with our 3 children (9,7,4) and wanted to go to either Ko Tao or Ko Phangan? We would like to do snorkelling and a bit of diving (not much) and were wondering which island would be better. I heard that Ko Tao's beaches are not that great and that is already ver commercial.
