I can answer both your questions as a resident of Albufeira.
There are free buses from Albufeira's tourist areas three times a day (except Sundays and holidays) but they are available only to clients of certain hotels so far as I am aware.
There are no other direct buses from the main part of town to Algarve Shopping.
It's a 10 minutes bus ride from the main bus station in Albufeira to Algarve Shopping. Buses run at irregular intervals, so please take a look at my personal webpage at www.algarvebus.info/albufeira.htm which also has information about how to get to the bus station (which is on the outskirts of town) and how the buses run to the Algarve Shopping. I have also information about the Albufeira outdoor market, which is next to the same bus station.
A taxi would cost only about 8 Euros by the way.
