First, you are coming to Niagara Falls, not Niagra Falls.
There is no public transportation from the airport directly to Niagara Falls. You would have to take the Airport Shuttle bus($20) to downtown Toronto, and then take a train (Viarail $25)or bus (Greyhound or Coach Canada $28) to Niagara Falls. You can also take a private shuttle service (Niagara Airbus $68). Hotel prices in Niagara Falls are generally quite high and can reach hundreds of dollars per night at large hotels in the summer. There does, however, appear to be a few that have rates for this time of year in the $40-$60 range. The hotels.ca site lists some (http://tinyurl.com/dzaj6c). The one on this list that jumped out at me was the Imperial Hotel and Suites at $49, which is a fairly decent hotel very close to the Falls and attractions.
