not unusual at all, though perhaps rare in recent years. All parts of Germany used to have snow around April during my childhood days. You must prepare for this as well as chilly rainy weather, but you can also expect some quite warm and sunny days, afternoon temperature in the valley might go up to 22°C. Bring and dress in layers, the outer shell layer being a lightweight waterproof but breathable goretex or similar jacket, the second shell being a zip-in fleece jacket doubling up as a warm sweater in case the weather turns nice and sunny, it will still be rather cold in the evenings and at night. It wouldn't harm to pack a long thermal underpant, either.
