Hi, if you want to be near the beach, the Ouro Verde Hotel at the Leme end of Copacabana is one of the best value hotels in Copacabana. Or, between Copacabana and Ipanema, the Arpoador Inn is right on the beach and pretty inexpensive. The Ipanema Inn is owned by the same people and you might be able to get a room for $100 there too, although it'a a couple of blocks back from the beach.
Apartments can be good value too - I've used www.gringomanagement.com and you can get a nice apartment in Ipanema or Copa for less than $100.
As for safety - the main problem is pickpockets, just take precautions eg don't take all your credit cards out at once, don't take out more money than you need, and, if possible, don't carry shoulder bags. Be careful but don't be paranoid!
