Yes, I always travel by public transport when abroad and I did so in Carcassonne.
Carcassonne (the lower part) has a railway station which will let you travel to Toulouse, Narbonne (which I visited) or anywhere else you fancy.
Look at www.sncf.com
or http://www.voyages-sncf.com/billet-train/horaires for timetables and fares. If you just want train times and details, then
http://www.bahn.de/international/view/en/index.shtml
is really easy to use.
The tourist info site has lots of info on local transport (under 'practical information'):

It links to Raileurope for train info (no idea why), but Raileurope is ticketing agency rather than a train operator.
