Personally I prefer the restaurants in St Julians to the ones in Sliema which I find rather touristy. The Waterfront itself serves great food. It has a pizzeria which is very popular.
Heading towards Gzira on the main road, across the promenade, you will come across Bon Pain / Chez Philippe restaurant (Med. and French cuisine) which serves great salads (amongst other dishes). I've enjoyed several small staff lunches there (Eur 35 pp).
From Gzira to Msida along the promenade: Irrera, Guze and Mamma Mia (all eur 22 pp). These restaurants serve a variety of pasta dishes and pizzas, as well as meat, seafood and fish. Irrera has a lovely outdoor area but for some reason their bathrooms are never clean! Mamma Mia is very popular with families and for staff lunches. The food is always great. The restaurant itself overlooks the water. In between these restaurants there is also the Mare Nostrum (Black Pearl Ship) restaurant (eur 32 pp). Last but not least in Msida, if you care for a delicious snack or cake, do stop at the Busy Bee coffee shop!
Close to the Waterfront heading towards Sliema there are several restaurants which I find too touristy. My favourite is in a tiny lane - Ta' Kris restaurant serves Maltese and Med. dishes (eur 27 pp). Close by is the Peak Oriental (eur 27 pp) serving oriental food. If you fancy some Mexican food, there's Tex Mex which is very popular and the food is great (eur 33 pp). I'm afraid I can't offer more advice when it comes to Sliema restaurants.
St Julians isn't too far to walk and if you continue along the promenade from Sliema towards St Julians, you will come across several resaurants. If the weather is nice and warm I tend to prefer those with an open-air section. At Balluta Bay in St Julians there are some nice restaurants. Barracuda (eur 35 pp) is one of the best restaurants. They serve mostly Italian and Med. dishes. Next door to the Barracuda is Piccolo Padre which is a very popular and not too expensive (eur 23). They serve a variety of Italian/Sicilian dishes as well as pizzas. Ask for a table on the balcony overlooking Balluta Bay. Another one of my favourite restaurants is Zeppi's which is good value for money. The food is always good and they have a nice outdoor section just across from the bay. Close by is L'Ordine which is excellent for fish dishes (eur 32 pp). Next door is Wigi's...expensive but well worth it (eur 33). They serve Maltese and Med. dishes and booking is essential. I prefer this restaurant in the winter as it hasn't got an outdoor section. Situated below Wigi's is my very favourite coffee shop, Il Bocconcino. They serve some nice snacks, super coffee and delicious homemade croissants! Leaving Balluta Bay (finally) at Spinola Bay you will find several restaurants. Bouzouki - Greek, very popular but not one of my favourites (eur 35 pp), Paparazzi - also very popular, but I only like it for coffee and snacks, pizza is awful! (eur 26 pp), The Terrace - excellent (eur 42), San Giuliano - very good (eur 36 pp), Allegro Andante - very good, I go there often (eur 33) etc. etc. there are just too many to mention and most of them are great!
