Can you pay this fee by credit card or do you need US cash?

The fee must be paid in cash upon arrival to Santiago Chile.
They will put the receipt in the back of your passport.
It will be good for as long as you use the same passport.

Credit cards are accepted. I paid with MC two years ago.

I would have USD cash as backup in the very unlikely chance their credit processing system is down. Also, many hotels offer an exemption from the 19% IVA tax if you are a tourist paying with USD cash or foreign credit card.

if their credit card system is down, it's their fault, not yours.

You still aren't getting past immigrations if you don't pay.

I guess they could escort you to an ATM and then an AFEX exchange booth to get your USD. Hell of a lot more convenient just to be ready to pay in cash if necessary.
