What time of year are you going? Right now it is summer and the weather will be warm.Expect low to mid 80's daytime and 60's at night. You can take the ferry/bus combo but flying from Buenos Aires to Punta is pretty easy and not too expensive. Pluna is a good airline and here is their web site http://www.flypluna.com/?
As for as safety, I also live in south Florida and Buenos Aires and Punta del Este are MUCH safer. Just use the same precautions that you would in any city, don't flash cash, wear expensive jewelry, leave your purse unattended, etc. Common sense.
As for must do's? If you are shoppers then leather products, shoes, bags etc are good quality and great prices in Buenos Aires. SO much depends on your interests, the MALBA has a great collection of modern Latin American art. But if you dislike modern art you would not enjoy the museum. Buenos Aires is a city of sidewalk cafes, much like Paris in that regard. Great restaurants see my homepage for some recommended ones, some beautiful public buildings, plazas, parks, restored dock areas of Puerto Madero, historic neighborhoods such as San Telmo, street fairs, and on and on. Get the picture :)
