Information about Danube cruises here:

There are any number of Black Sea cruise companies if you google 'black sea cruise romania'. This page has a list of companies (scroll down):

If you start your cruise in Tulcea in Romania you could begin with a a short cruise in the wetlands of the Delta. These are famous for their bird life and fishing, you sail on small boats designed for day sailing and it is a peaceful and interesting way to spend some time - particularly if you have travelled far to Romania.
From there cruises sail all the way to Amsterdam in the Netherlands travelling through Bulgaria, Serbia, Hungary, Slovakia, Austria and Germany.
This kind of cruising is not particularly cheap. It would help if you said where you would be coming from and what kind of budget you have for the trip.

There is only one regular passenger boat line in Constanta, that provide transportation between Odessa, Constanta and Varna, but only during the tourist season.
All passenger ships which arriving by sea in Constanta, performed on large international cruise distance and tourists on these passenger ships embark from western Europe ports or USA.
In Constanta you can use the passenger river ships which make regular tourist trips on the Danube-Black Sea Canal and Danube River, between Constanta and Budapest, or Constanta and Rotherdam.
