I'm lifting this straight from a tip I wrote on this very issue:
I’m here to set the record straight about taxis and shuttles from the airport to the Hotel Zone. I had been quoted so many outrageous prices and heard so much conflicting information about the legality of picking up a taxi from the airport, etc. and frankly, it’s not that difficult. As soon as you enter the main terminal there are many green “Taxi Stands”. Their prices are clearly posted and reasonable. The cheapest way to get to the hotel zone is to book a “shared taxi” at one of these stands. A shared ride will cost $9 USD (they take USD and will even give you change in USD). The rates go up from there if you don’t want to share a ride. Take your receipt and walk outside. Almost immediately you will see a string of vans parked and waiting. And if you’re at all confused, never fear, there are plenty of “porters” who are happy to show you the way (and carry your bags for you if you so desire). Once outside check in with the drivers and they’ll either escort you to a van or have you wait until there are enough passengers ready to go. It’s that simple. Once they have enough people they’ll load up the van and you’re on your way.
Downside: You may have to wait curbside while they assemble enough passengers for a full van. And depending on where you’re staying on the strip you might have to wait through a few stops on the way to your hotel. My driver was clearly new. We ended up circling the airport twice because he left too soon and clearly wasn’t familiar with all the regulations. Regardless, the ride was smooth and pretty. We had a full van, and I was one of the last stops – but we only had to make 3 or 4 stops before reaching my hotel. It gave me sometime to chat with people and pick up some tips on the city.
