Yes, January-February is the peak of the rainy season. But even the peak of the rainy season does not mean you have to stay indoors all the time.
(1) Last year I went to Lombok in January, where the seasons are much the same as in Bali. Had two days of rain, forcing us go museum visiting; but in the remaining week we got enough sun for a good tan.
(2) Look at the 10-day weather forecast for Bali at: http://www.weather.com/?from=globalnav . I find here five days mostly cloudy, but with rain chance of only 10%, and five days with thunderstorms, rain chance around 50%. When the thunderstorms have passed, it usually is sunny.
You have to take our chances with the weather. If you want a guarantee of no rain, better come during the dry season. But even then you may experience a sporadic rain shower.
Another reason perhaps to avoid end December, begin January. That period the Indonesians have their seasonal holidays, as most everywere in the the Western world. Which means that popular destinations in Bali are rather crowded with domestic tourists. However, if you go into the country-side you won't see too many of them.
