Well, most developed belarussian chat network - irc.by (based on IRC protocol http://en.wikipedia.org/wiki/Internet_Relay_Chat )
you may access it from web-interface http://www.irc.by/chat/ or download IRC-client http://www.irc.by/download/mirc.exe (it more usefil, but you have setup it - server irc.by , all other setting stardart)
