Best Caye to Visit

I will be traveling into Belizde for a few days from Mexico. I wanted to visit a caye and then do one of those package tours to the mainland to do a canopy tour and cave tubing. I planned to go to Ambergris caye and take a tour out of san pedro, but I also wanted to go to caye caulker. I am traveling by bus from chetumal mexico and then over to corozal. My question is which caye would be better to visit for the few short days, Ambergris or caye caulker? If its caye caulker, do you know if there are the same mainland tours offered as there are from san pedro. we are looking for the nicest beaches, snorkeling and a laid back atmosphere, while keeping to a budget.

Caye Caulker is good. It's beaches are nothing special, but the snorkeling trips with Ragggamuffin Tours are outstanding. There is a also a good range of accommodation, shops and restaurants. There are regular ferries between Caye Caulker and the mainland.
