I would be a little surprised if there was no car hire facility in Tarifa but I do know that at Algeciras there is a wide choice of rental offices. Algeciras can be reached by bus from Tarifa using the regular service provided by COMES bus company. presume that you are arriving on the Tarifa-Tangier ferry operated by FRS. If you think it may get an answer, you could send a message to FRS and ask them. They will know.

Thinking about this further, I think that the FRS people offer a bus transfer service to and from Algeciras to boost passenger numbers on their service. So maybe you can also check with them about this service also ?
