I will be in Nassau on December 31, 2008 what are the hours of the straw market on that day (New Years Eve Day)

On the website they do not mention special hours for that day, so most probably the normal hours (9am to 5pm) apply. Apart from that, I cannot imagine that they would close earlier in such a touristy spot, with tourists all over the place.
