My family is flying into GRU and cruising out of Santos. The cruise line offers transfers for $45 (US) per person. What is the distance/time to the pier? Since there are four of us (plus luggage), would we be better off taking a taxi, or spending $180 for transfers?

Search for Tourist Department in airport in order to find where to buy bus tickets to Santos.
You will spend 2:30Hs in bus travelling on paved roads + some minutes in taxi from Santos' Bus Station to passenger dock.
Don't be worry in carrying away the luggages. The buses contain safe luggage deposits. Excessive luggage (standard is 35Kgs at deposits + 5Kgs at hand)/person may be collectable before the voyage starts.
The taxi driver may income some extra money for carrying surplus loading as well. Dealing in with driver before he is heading to dock is essential. If you think the price is abusive you may search for another taxi/driver.
