I believe only folding wheelchairs can be taken on Portuguese trains except on the Alfa Pendular trains, see under "reduced mobility passengers" on here: http://algarve.angloinfo.com/information/33/trains.asp
However I suggest you contact the service concerned directly.

Hi When in Cascais during Sept this year we took the train to Lisbon and other places, however do not recall seeing any Mobility Scooters. What I did notice that the Lisbon to Cascais train was completly full and with many people standing late afternoon as workers returned home.

Try this web page you may find some information www.visitestoril.com also the Cascais Tourist Information Centre Phone 214 86 82 04

We had 7 days in Cascais, has good facilities with good footpaths and wide cycleways which would be suitable for a mobility scooter.

Good Luck,
Mike
